There is a conversation that plays out in organizations with remarkable consistency, often in a conference room with the right titles represented, a vendor deck already in circulation, and a shared sense that something important is finally being addressed.
Someone from infrastructure is there. Endpoint engineering. Perhaps service management or support leadership. An executive sponsor may join for the first fifteen minutes before another commitment pulls them away. The language in the room is familiar and largely uncontested. We need to be more proactive. We need better visibility. We need to improve the employee experience. We need a DEX strategy.
Nobody disagrees. In fact, there is often a sense of genuine relief that the conversation is happening at all, because the people in that room already know the current state is not good enough. Employees are frustrated in ways that show up in every interaction with IT. Support teams are absorbing the same categories of demand month after month without meaningful reduction. Recurring issues resurface reliably, addressed temporarily and never resolved structurally. Technology is being managed. It is not always being experienced well.
The intention is real. The urgency is legitimate. And then, almost inevitably, the conversation turns to the platform.
What can it monitor? What dashboards does it produce? What scores can it generate and at what granularity? How quickly can deployment begin? What data sources does it ingest?
These are not bad questions. They are just premature ones. And when they become the first questions — the organizing logic around which the rest of the conversation arranges itself — they quietly pull the program toward a starting point that will make everything harder than it needs to be.

That vision is not wrong. For mature programs, it may eventually be the right destination.
It is almost never the right place to begin.
Starting big feels strategic. It creates a rallying point. It signals organizational seriousness. But large ambition without a defined point of entry typically creates noise before it creates value. The organization invests time standing up visibility, building dashboards, debating scores, and attempting to map the entire environment — all before it has demonstrated, concretely, how DEX will actually help the business do something specific better.
That is where momentum gets diluted. Not because the platform is insufficient and not because the people involved are uncommitted, but because the effort began at the level of aspiration rather than the level of lived experience. DEX is ultimately about how work feels and functions when it is mediated by technology. That means the strongest starting point is not the most comprehensive one — it is the most meaningful one.
Start Where the Pain Already Has a Name
The contrast between two hypothetical program launches makes the principle concrete.
The first organization deploys broadly from the beginning. Dashboards are built by region, by device type, by application category. Within a few months, visibility is substantial. The program can see many things. Teams can observe a wide range of conditions across the environment. And then the effort stalls — not dramatically, but gradually — because visibility without alignment is not the same as progress. No one is clear on what to act on first. The data is interesting but the value is hard to articulate. Employees do not yet feel any meaningful difference in their daily experience.
The second organization starts with new hires. Not because new hires are the only population that matters, but because everyone already understands that onboarding has been a persistent problem. Devices are not consistently ready on day one. Access provisioning is uneven. Managers are frustrated by delays. Support tickets spike in the first week. New employees frequently spend their earliest days waiting rather than contributing — and that waiting sends a message about organizational competence that is difficult to walk back.
This organization does not try to solve the whole enterprise on the first attempt. It picks one experience that a broad range of stakeholders already agrees needs to improve, and it builds a focused effort around that.
That is a fundamentally stronger beginning. DEX gains credibility fastest when it is attached to a real problem people already care about — not a theoretical transformation, not a dashboard objective, but a recognized pain point with visible consequences. The program earns trust by demonstrating that it can improve something specific and tangible, and that trust is what creates the organizational appetite for expanding scope over time.
Lead With Friction, Not Technology
One of the subtler ways DEX programs go off course is in the nature of the first conversation. When the entry point is the platform — what it can monitor, what it can measure, what scores it can produce — the work becomes a technical exercise from the beginning. The team starts talking about telemetry, endpoints, crash rates, and sensor coverage. All of that will eventually be relevant. But it is one step removed from the question that actually matters most: where is work breaking down for employees?
A better opening conversation sounds different. Where are people consistently losing time to technology? Which workflow feels more difficult than it should? Where are support teams absorbing the same categories of demand on a recurring basis without resolution? Which population is living with friction that the organization has accepted as normal? Where is technology failing to earn the trust of the people who depend on it?
Those questions keep the program anchored to its actual purpose. DEX is not about collecting technical information for its own sake. It is about understanding and improving the conditions under which people do their work. Starting with friction — with concrete, experienced, already-visible pain — keeps that purpose in view from day one and helps the organization avoid one of the most common early traps: accumulating a great deal of data before deciding what it is actually trying to improve.
One Population Is Often Enough to Prove the Model
There is a strong tendency in enterprise IT to equate value with scale. If something matters, it should cover everyone. If something is strategic, it should be enterprise-wide from the outset. That instinct is understandable, but in DEX it tends to be counterproductive in the early stages.
A more effective move is usually to choose one employee population as the starting focus. Not because other populations do not matter, but because clear scope is what makes learning possible. A specific group of employees — new hires, contact center associates, branch employees, remote workers, clinical staff, engineers affected by a known application problem — gives the program shape. It defines which workflows are most relevant, which devices and applications deserve primary attention, which stakeholders need to be at the table, and what success should actually look like in practical terms.
It also creates something more important than scope: it creates measurability. The program can see whether the experience for that population is improving over time, which interventions are working, and where the response model needs to be adjusted. That learning — accumulated through one focused effort — is what builds the organizational capability to expand effectively.
DEX maturity is not built by looking at everything simultaneously. It is built by developing, through repeated practice, the discipline of identifying friction, prioritizing what matters most, responding effectively, and proving outcomes in a way the organization finds credible. A single population, done well, teaches all of that. And many of the strongest programs in practice began by solving one problem thoroughly enough that the rest of the organization started asking for more.
Choose a Use Case With the Right Characteristics
Not every problem is a good place to start, and it is worth being deliberate about the selection.
Some starting points are too broad to be managed well in the early stages. Some are too politically complicated to allow for clear ownership. Some require dependencies across too many functions to produce movement quickly. Some are real and consequential but difficult to measure in ways that build organizational confidence in the program.
The best first use cases tend to share a specific combination of qualities. They are common enough to be taken seriously — affecting enough people that improvement would be meaningful and visible. They are painful enough that stakeholders are motivated to act, rather than treating the effort as optional. They are measurable enough that the program can track whether conditions actually change. And they are fixable enough that there is a realistic path to improvement within a reasonable timeframe.
Onboarding meets these criteria well, which is why it appears as a starting point across many successful programs. So do recurring crashes in a business-critical application, slow login performance in a defined employee population, persistent instability in a virtual desktop environment, weak adoption of a strategically important platform, or repeated friction tied to device health in a specific geography or role.
The point is not to find a perfect starting problem. The point is to find one that can function as a proving ground — a place where the organization can learn how DEX works in practice before being asked to trust it at enterprise scale.
Design the Starting Point With Action in Mind
Perhaps the most important principle in early DEX program design is this: if the organization is not positioned to act on what it learns, it is not starting a DEX program — it is starting a visibility capability with DEX branding.
The distinction matters because many programs surface insight faster than they can generate response. The platform goes live, the dashboards populate, friction becomes visible with new clarity — and then the team discovers that ownership over what happens next is undefined, priorities are vague, and the stakeholders who would need to act are interested but not committed. The data improves. The employee experience does not. That is a demoralizing place to find a program that began with genuine momentum.
The corrective is simple but often skipped: before choosing what to measure, decide what the organization is prepared to change.
If onboarding is the starting point, who owns the provisioning workflow? Who can address access readiness gaps? Who can adjust hardware logistics? Who can improve the communication a new hire receives before their first day? Without answers to those questions, identifying onboarding friction is an incomplete act.
If a specific application is generating repeated crashes, who owns the remediation path? Who validates root cause? Who prioritizes the fix relative to other demands? Who confirms whether the experience for affected users actually improves after intervention?
Asking these questions before deployment begins produces a healthier program design. It forces early clarity about stakeholder roles and ownership. It identifies the gaps that need to be resolved before the program can be effective. And it connects measurement to accountability in a way that makes improvement — not just observation — the expected output.
Define Success Before the Platform Goes Live
One of the most reliable patterns in DEX programs that struggle to build organizational credibility is the deferral of success definition. The platform gets implemented, dashboards get built, data begins flowing, and only then does the conversation turn to what the first phase was supposed to accomplish. That sequencing makes it very difficult to demonstrate value, because the organization has no agreed baseline, no defined target, and no shared understanding of what improvement would look like.
The more effective approach is to define success clearly at the beginning — before deployment, before the first dashboard review, before any data starts informing decisions.
For an onboarding-focused program, success might mean measurable improvement in time-to-productivity, a reduction in first-week support contacts, faster and more consistent access to core applications, or improved sentiment among employees in their first thirty days. For an application stability effort, it might mean a defined reduction in crash rate, fewer interruptions in a critical workflow, or lower support demand from a specific user population. For a device performance initiative, it might mean improved boot time, reduced recurring friction, or greater stability in a defined hardware cohort.
The specific measures will differ by context. The principle is consistent: DEX should begin with an outcome in mind, not just a capability. That discipline creates the foundation for a narrative that leadership can understand and evaluate. The program started here, identified this problem, focused on this population, took these actions, and produced these results. That is how credibility is built — not through dashboard sophistication, but through demonstrated improvement in something the organization already cared about.
The Best Starts Are Often the Quietest Ones
There is something worth noticing about the organizations that build lasting DEX capability: their programs often begin without much fanfare.
They do not launch with sweeping organizational announcements or ambitious transformation narratives. They pick a problem that matters to real people. They align a focused group of stakeholders around it. They measure what is actually happening rather than what they assume. They act, verify whether it worked, and then act again. Quietly and repeatedly, they build organizational confidence in the model — in the process of identifying friction, responding with discipline, and producing measurable improvement.
That kind of beginning may feel less dramatic than a large platform launch with executive visibility and enterprise-wide scope. It is almost always more durable. Because it builds trust in the program before asking the organization to invest in its broader vision. It proves, through concrete evidence, that DEX can improve real working conditions for real people in ways that matter — and that proof is what eventually creates the appetite for scale.
The dashboard will come. The enterprise scope will come. The broader visibility and the more ambitious operating model will all come, built on a foundation that actually holds.
But none of that begins with the dashboard. It begins earlier — with a problem worth solving, a population worth focusing on, and an organization prepared to do something meaningful with what it learns.
That is where DEX programs should really start.
